Several newly completed ships remain mothballed because the fleet lacks crews for them. Sorting by age identifies vessels built between 1911 and 1918 for scrapping, releasing their trained sailors. A large light-cruiser building programme allows older examples to retire without surrendering that capability. Fleet renewal is therefore a personnel-allocation problem as well as a construction programme. A replacement is not operational until a crew can be assigned to it.

Fleet renewal depends on the crew pool
New ships enter service while vessels built between 1911 and 1918 are scrapped so scarce trained crews can move into the modern fleet.
