One ship is a prestige asset; several create availability

Ship numbers matter because refit, repair, transit, training, and upgrading continuously remove hulls from the operational roster.

Notes

A compact force-structure rule calls one ship a white elephant, two an intermittent capability, and three the beginning of reliable availability. Maintenance, refit, repair, transit, training, and upgrades mean that nominal fleet strength is not the same as ready strength. Three ships may leave only one consistently available, while two can sometimes leave none. Four ballistic-missile submarines are the familiar example of a force sized to sustain continuous coverage.
