Procurement restraint disguises fixed-wing potential

Deck parking and flight-deck combat air patrol offered capability beyond the narrow justification used to secure fixed-wing aircraft for the helicopter-cruiser program.

Notes

Invincible could carry more aircraft by deck parking, but the Royal Navy never received enough aircraft for that capacity to enter the normal advertised total. The service also avoided making every possible carrier claim in the procurement case because securing even a small fixed-wing component had been difficult. Flight-deck combat air patrol was an operating concept developed by pilots and crews, although its origins before procurement remain less certain. Ministers often assumed a conventional European war would escalate rapidly to nuclear exchange, which made maritime investment look secondary to the central front. Crews could therefore develop greater carrier utility than the narrow political rationale admitted. Constrained acquisition language preserved options that could be developed later.
