Fishery protection teaches presence and restraint

Small patrol commands teach officers to deter illegal activity, manage escalation, and achieve results without using disproportionate force.

Notes

Fishery protection is presented as both an operational mission and an early command school. A patrol ship must appear ubiquitous despite limited numbers, creating deterrence through patrol patterns and uncertainty. Its commander retains credible force while remembering that the immediate task is civilian enforcement. Success therefore means arranging encounters so that compliance is achieved without turning an illegal-fishing case into unnecessary violence or a public-relations defeat.
