Whose idea was it to create the Royal Fleet Auxiliary?
Short answerIt was associated with Jacky Fisher, with Jellicoe also involved, and answered the need to supply a coal-powered global fleet.
NotesThe RFA's creation is attributed to the reforming circle around Jacky Fisher and John Jellicoe. The organization was established in 1905 as the Royal Navy still depended on coal. HMS Dreadnought and the wider fleet required stocked coaling stations and ships able to replenish them across the world. Fisher's combat-fleet reforms therefore depended on a support organization that could make global mobility real.
