Chapter ยท 8:05-9:04

Test failures and promises of constant carrier availability

Failed tests challenge promises of perfect equipment performance and the assumption that two carriers can guarantee continuous availability.

Notes

A failed test can teach more than a successful run because it reveals where expectations break down. The same caution applies to claims that weapons always work perfectly and to promises of constant carrier availability. In this criticism, the Treasury accepted assurances that two carriers would be enough to guarantee a Royal Navy carrier at all times. Gaps in availability expose the weakness of that promise, even when the navy keeps those gaps small.
