The proposed settlement carries the video's earlier 10:10:7:4:4 capital-ship ratio into carrier allocations. Fractional ship allowances are rejected because they add complexity and make equality depend on multiplying abstract ratios into much larger fleets. A 33,000-ton individual maximum comes directly from the historical treaty's exception, although applying it generally produces far larger totals than the actual agreement. The result is explicitly counterfactual and tests whether transparent whole-ship ratios could better satisfy the strategic requirements of all five powers.
