Dutch technology without enough construction capacity

The Netherlands has money and advanced designs but lacks time and capacity, making an overseas-built flagship useful in either Europe or the Far East.

Notes

The Dutch problem is insufficient infrastructure to realise advanced designs before Germany or Japan forces a crisis. The navy is already sending submarines, torpedo boats, gunboats, and destroyers towards the Far East while also facing the threat to the European homeland. A British-built large cruiser would supply the missing fleet centrepiece and an alliance contribution, potentially serving with formations such as Force Z or Force H. In the Mediterranean counterfactual, such a ship could reinforce HMS Renown and HMS Ark Royal without necessarily forcing a surface battle against Italian battleships. External shipyards can provide industrial depth and a surviving combat unit when home territory is vulnerable.
