Domestic naval spending circulates at home

Building and supporting ships domestically can turn naval expenditure into internal economic activity instead of a continuing capital outflow.

Notes

Importing naval capability and spending through domestic yards have different economic effects. Foreign construction and repair send capital and resources outward, supporting the supplier's economy rather than the buyer's. If the necessary capacity exists at home, naval expenditure can circulate through national firms and workers instead. A fleet remains expensive in either case, but the location of the industrial base determines who receives the wider economic benefit.
