Keeping an evolving Oliver Hazard Perry design in low-rate production is proposed as an alternative to the troubled replacement effort. An order roughly every other year would allow changes between individual ships while preserving an operating production line. When older frigates reached retirement, output could increase using the latest version of that design. This proposal draws on the practice of maintaining low-rate, evolving warship production before the Second World War and for a period afterward.
