Continuous war as a professional filter

The short peaces between coalition wars left fleets mobilized and made examinations, sea service, storms, and combat powerful checks on naval patronage.

Notes

Trafalgar followed repeated coalition wars and short pauses in which governments kept ordering weapons, escorting convoys, repairing ships, and preparing for renewed conflict. In the Royal Navy, patronage still mattered, but a lieutenant's examination tested navigation and seamanship before an officer could advance. Long exposure to the sea, storms, and battle further punished incompetence and made poor performance difficult to conceal. The contrast with the longer Victorian peace warns against projecting the later navy's promotion problems backward onto the service of 1805.
