Why warship yard labor was not interchangeable

A damaged-battlecruiser question opens into a lesson on construction yards, fitting-out yards, repair work, and the specialized labor that could not simply be shifted to escort production.

Notes

The repair problem distinguishes quayside work, fitting-out yards, and the heavy construction trades of a major shipyard. Workers and tools suited to capital-ship construction could not simply be crowded onto small Flower-class escorts without disrupting the job or endangering one another. Moving the same workforce into fitting-out and repair areas also failed because those yards followed different processes. Repeated reassignment left some workers doing little for months. Pausing capital-ship construction therefore did not release an interchangeable pool of labor for wartime escort building.
