Carrier procurement shaped by changing politics

Each carrier generation reflected a different political constraint, from treaty tonnage to postwar retrenchment and short-war assumptions.

Notes

The first aviation Ark Royal emerged largely from naval initiative, with Winston Churchill barely aware of the project, while the treaty-era ship was defined by negotiated tonnage limits. The postwar carrier reflected political reluctance to proceed with the Malta class and an expensive effort to extract more life from existing hulls. Later governments treated Far Eastern commitments and a prolonged conventional war as avoidable assumptions, even though alliances, trade, and deployments continued. Cancelling CVA-01 did not erase the need to protect overseas forces or reinforcement routes carrying 3 Commando Brigade and allied troops toward Norway. Britain therefore paid to recreate carrier functions through the Invincible class and eventually built the larger Queen Elizabeth-class ships after the smaller design proved its utility.
