Article I paused capital ships, not all warships

The 1931-1936 replacement holiday applied to capital ships rather than imposing a general ban on naval construction.

Notes

Article I halted the laying down of replacement capital ships from 1931 through 1936. This covered battleships and battlecruisers or fast battleships, rather than every category of naval construction. Aircraft carriers were outside this particular holiday. Describing the treaty as a general ban on shipbuilding therefore misreads its scope.
