How nuclear refuelling experience could help a construction yard

Current experience of major reactor refuelling is suggested as a stronger foundation for new reactor work than an old certification alone.

Notes

The panel distinguishes approval for nuclear maintenance from approval to build new nuclear ships. A yard currently certified for major refuelling would already handle extensive reactor disassembly and rebuilding. That experience is offered as a reason why gaining approval for new reactor work could be easier there. The argument remains conditional on the scope and currency of the yard's existing certification.
