Why carrier and submarine reactors are not interchangeable

A submarine reactor programme does not automatically supply the different power plant needed for a surface carrier.

Notes

Submarine and surface-ship reactors operate under different physical and mission conditions. The United States, for example, uses different reactor designs for its carrier and submarine programs. India therefore cannot simply transfer its submarine-reactor experience unchanged into a future nuclear carrier. The distinction makes propulsion development a separate institutional and engineering hurdle within the carrier program.
