Zeppelin port strikes and early air defence

A Zeppelin attack on a naval port could do little physical damage yet still accelerate early air-defence planning.

Question

Could a Pearl Harbor-style airship attack in the 1900-1910 period have changed naval doctrine if Zeppelins carried bombs against port targets?

Short answer

Physical damage would be doubtful, but the psychological and technological shock could accelerate anti-aircraft guns, targeting systems, fire control, and interceptor development.

Notes

Zeppelins were poor precision bombers, so even a planned strike might miss most of its targets. A hit on a naval port would matter chiefly because it exposed a new vulnerability. Navies could respond with 3-inch anti-aircraft guns, better targeting and fire-control systems, and heavier aircraft assigned as interceptors. The likely doctrinal effect would exceed the attack's direct destructive power.
