Why thirty-three crew disappear into a long-deployment watch bill

A worked watch calculation uses almost the whole Leander crew before providing senior command and engineering staff.

Notes

The Leander's long deployment makes continuous watches a major constraint on its thirty-three-person crew. One illustrative watch needs three bridge personnel, three engineers, a medical rating and an officer of the watch. Four such watches consume thirty-two people, leaving only the captain. The arrangement has not yet provided a separate executive officer, chief engineer or senior medical capacity. Automation also produces information that someone must interpret and supervise. The calculation is one proposed manning model, rather than a universal naval watch requirement.
