Keeping Royal Dockyards at a distance from political interference

A proposal to restore state dockyards depends on giving naval leadership enough authority to manage engineering work and political demands.

Notes

Portsmouth, Plymouth, and Chatham once operated at some distance from central government in London. One concern about reviving state dockyards is that modern communications would allow far more frequent political intervention in their work. The proposed answer is to put dockyard command under the Third Sea Lord and Director of Naval Construction, with political instructions passing through that leadership. Those officers would need engineering knowledge and political skill to protect the yards' ability to work.
