The Royal Navy could trade obsolete 13.5-inch-gun tonnage for roughly five 38,000-ton F3-like fast battleships rather than compressing the Nelson design into 35,000 tons. Those ships could combine nine 16-inch guns and heavy protection with about 28 knots. Retaining Tiger would leave Britain a useful battlecruiser and a future replacement token if another 40,000-ton ship became desirable. Older Revenge-class ships could move into reserve or ordinary commission, preserving a deep mobilization pool while the new force kept British 16-inch strength level with the enlarged American line.

Britain answers with faster Nelson alternatives
A 40,000-ton ceiling lets Britain replace older 13.5-inch ships with several faster F3-like battleships instead of the highly compressed historical Nelson design.
