How British construction would answer Plan Z

German plans had to be measured against the carriers, reconstructed capital ships, and new battleships Britain was already capable of building.

Notes

Whether Germany could finish Plan Z was only part of the strategic question. Britain would respond once German construction became visible. The Royal Navy already had several fleet carriers plus the aviation-support ship Unicorn ordered or under construction. During the period in which Germany completed Scharnhorst, Gneisenau, Bismarck, and Tirpitz, Britain modernised Queen Elizabeth, Warspite, Valiant, and Renown and built the five 1939 King George V-class battleships plus Vanguard. Italy's six battleships also shaped deployment, helping explain why the modernised Queen Elizabeth-class ships concentrated in the Mediterranean while Nelson and Rodney remained available elsewhere. The comparison turns a static paper-fleet ranking into a contest between continuing shipbuilding systems.
