Why Britain explored a 25,000-ton battleship limit

A lower treaty ceiling promised Britain 21 capital ships within its total allowance and provided the displacement frame for France's final response to the Deutschlands.

Notes

British treaty discussions explored a 25,000-ton standard-displacement limit while preserving the total capital-ship allowance. That ceiling could give the Royal Navy 21 ships, enough to cover its global commitments, although it would also tempt signatories to conceal excess displacement. French planners knew of British interest in 14-inch autoloaders, but that evidence remains a theory drawn from professional papers rather than a settled program. Once Germany began the Deutschlands, France used the 25,000-ton frame for a ship with two forward quadruple turrets and eight 330 mm guns.
