The class was distributed among major commercial yards and the Chatham and Portsmouth dockyards. J. Samuel White was already occupied with other critical orders, so the programme gave spare capacity at larger yards demanding work. A sloop still needed destroyer-like standards for guns, fire control, and depth charges, but did not require torpedo installations. Torpedo stowage and launchers added high weight and difficult hull-balance problems, often tied closely to the machinery spaces below. Omitting them made the design easier to build and gave yards a practical route into demanding warship work.

Why sloops could expand shipyard capacity
Black Swans gave larger yards useful work while avoiding some of the installation and weight-balancing complexity of destroyer torpedo armament.
