Did Austria-Hungary suffer from a deficient artillery industrial base?
Short answerNo; it had capable manufacturers, but too many good competing designs and too little standardization kept orders below what the army needed.
NotesAustria-Hungary did not lack an artillery industrial base. Škoda was only one of several substantial manufacturers able to produce strong designs. The procurement failure was a surplus of attractive competing weapons and a tendency to move toward the next design before ordering the current one in sufficient numbers. That prevented the army from standardizing on and mass-producing the artillery it needed. Industrial capacity and procurement discipline were separate problems.
