Was ASDIC fitted for but not with?

ASDIC installations depended on fitting policy and the supply of sets, with corvettes sometimes crossing the Atlantic for completion of their equipment.

Question

Was ASDIC an example of ships being fitted for but not with equipment?

Short answer

Only partly. Some cruisers were prepared for ASDIC but did not receive it after policy favoured fitting escorts, while corvette installations sometimes waited on the supply of sets.

Notes

ASDIC fitting combined decisions about which ships needed the system with the availability of sets. Destroyers received ASDIC as it entered service, but plans to fit cruisers were reconsidered in favour of concentrating it on escorts. Some Canadian-built corvettes received their sets in Britain, while British-built ships sometimes crossed to Canada for installation. This allowed a corvette to enter service and make the passage rather than wait at its construction yard for a set. A sustained prewar sloop program would have required a larger ASDIC manufacturing base, with electronics capacity that could also support greater radar production.
