Article 10's notification and verification system

Article 10 required notice of a ship's laying down and completion, along with dimensions, displacement, and main-gun information that enabled outside scrutiny.

Notes

Article 10 supplied the information-sharing machinery behind treaty enforcement. Contracting parties had to notify one another within a month of laying down or completing covered vessels. Each notice included classification, standard displacement, dimensions, draft, and largest-gun calibre. The declarations might be misleading, but naval architects could compare them with photographs and basic calculations. Transparency narrowed the room in which a navy could conceal a major discrepancy.
