Why the Abdiel class counted as cruisers

The Abdiel-class fast minelayers fell into the cruiser category because their displacement, speed, and four-inch armament exceeded treaty exemptions.

Notes

Although their operational purpose was offensive minelaying, the Abdiels could not fit the treaty categories available to smaller craft. Their displacement exceeded the small-craft exemption, their roughly 40-knot speed broke the larger exempt vessel's speed ceiling, and their four-inch battery exceeded the permitted gun arrangement. They also could not simply be counted as ordinary destroyers under the treaty structure. Their formal cruiser classification therefore says as much about treaty accounting as it does about traditional cruiser missions. The example shows why a legal label can diverge sharply from a ship's actual operational role.
