How navies retire old ships by cohort and exception

A complaint about scrapping ships one by one becomes a historical explanation: navies can retire an old year-group together, then require a case to save specialists or fund replacements.

Notes

The campaign needs to remove the oldest hundred submarines as a batch rather than one hull at a time. The proposed historical model is to review a whole year-group for disposal and then require a case for each exception. A specialist ship may deserve retention when the fleet still needs its capability. If that capability cannot be abandoned, the navy must preserve the old ship or fund a replacement. Fleet disposal is therefore governed by age, exceptional utility, and continuing operational need.
