Japanese participation would complicate the occupation of Persia

Britain would have little reason to add Japanese forces to an occupation shared with the Soviet Union.

Notes

Japanese participation in the occupation of Persia would add forces where Britain did not need them. Britain would already have to coordinate its presence with the Soviet Union. Japan's poor relationship with the Soviets would introduce another diplomatic problem into that arrangement. Within this scenario, Japanese forces would therefore be better kept out of the occupation.
