Canada would worry about the American reaction

An Anglo-Japanese alliance could unsettle Canada because worsening American relations threatened devastation even without an American conquest.

Notes

Canada would approach the alliance with a different concern from Australia and New Zealand: its effect on American relations. A renewed conflict with the United States could devastate Canadian territory even if Canada successfully resisted invasion. In this assessment, Canadian confidence in holding its territory reflected the limitations of the interwar American Army's training and logistical support. The immediate Canadian priority would therefore be to avoid provoking a damaging war with its neighbour.
