Why the 1936 rules quickly lost practical force

Major potential opponents remained outside the later agreement, leaving treasuries to invoke its savings after its strategic bargain had weakened.

Notes

This counterfactual folds the 1936 rules into the 1930 settlement instead of treating the later treaty as a durable independent regime. The later agreement constrained its signatories without securing the participation of several powers they considered possible opponents. That asymmetry made the system increasingly theoretical by 1937. Treasuries could still invoke treaty limits because they reduced expenditure, but military planners could not treat them as dependable common restraints. Britain's formal Ten Year Rule had already ended in 1932, showing the widening gap between economy measures and security assumptions.
