The call for a complete fleet plan concerns how the large ship would work with its surrounding force. The Golden Fleet page available during this December 2025 review lists power projection, offensive strike, and integrated air and missile defence as the primary missions. Those missions prompt a comparison with a Zumwalt concept using Burke-style systems, without establishing that the design literally derives from either hull. The remaining criticism is that the material explains the battleship without describing the rest of the proposed fleet.

A battleship announcement is not a complete fleet plan
The December 2025 Golden Fleet material lists the large ship's missions but leaves the surrounding force insufficiently explained.
