Which British ships get the new shells first?

A phased issue would prioritize the battlecruisers and fifteen-inch ships before extending to Canada and the older twelve- and thirteen-and-a-half-inch fleets.

Notes

A phased issue would begin with the battlecruiser force and the Fifth Battle Squadron, the formations expected to meet the enemy first and carrying the most powerful British guns. HMS Canada and the thirteen-and-a-half-inch ships would follow as production expands, with the older twelve-inch fleet completing the sequence. The fifteen-inch Revenge-class ships also benefit from having relatively little obsolete ammunition already in stock. The shell defect affected thirty-seven historical ships, or thirty-eight if Queen Elizabeth is added. Across every major British capital-ship calibre, projectiles could pass through without exploding, burst prematurely, or disintegrate.
