Why unfinished French battleships do not count in 1940

Incomplete French capital ships might escape for American completion, but they would not become usable additions to the 1940 or 1941 fleet.

Notes

Incomplete French capital ships are explicitly excluded from the 1940 fleet totals. Moving an unfinished hull out of France would prevent immediate capture but would not turn it into operational strength. Even after reaching America, the ship would still have to be completed before entering service. That possibility belongs in 1942, beyond the scenario's stated cutoff, so notional construction tonnage is not counted as deployed combat power.
