The 1909 naval panic and a twelve-ship imperial order

Dominion battlecruisers raised the 1909 empire-wide order to twelve capital ships, including two funded outside Britain's ten-ship parliamentary program.

Notes

The 1909 naval panic was separate from the later campaign associated with the R-class battleships. Parliament's original four-battleship, one-battlecruiser proposal expanded to eight battleships and two battlecruisers. Britain's parliamentary program therefore produced ten capital ships. Australia and New Zealand added two battlecruisers outside that total, so Dominion finance reinforced Britain's response to the German naval challenge.
