Continuous orders preserve a base for industrial expansion

A working shipbuilding industry can expand for emergencies more readily than one rebuilt after a long shortage of orders.

Notes

Britain, America, Italy, France and Japan would enter the 1930s with a stronger industrial base after continued construction. Production would still be well below First World War levels. Continued investment and orders would prevent the same deep trough in activity. Trained workers, infrastructure and working production methods would remain available. Expanding that functioning capacity for an emergency would be easier than recreating it before urgent demand could be met.
