Early concept work is different from an approved construction program. Italy's DDX and Britain's Type 83 may be discussed in detail long before governments place orders. With Type 83 not expected to reach that stage until the 2030s, one or two British general elections could intervene. Present announcements reveal ambitions and design direction rather than a settled future fleet. Planned navies therefore require more caution than ships already under construction.
