Separating imperial government from field command

A Warhammer 40,000 comparison separates governing a war effort from directing campaigns and uses an unfamiliar commander to illustrate strategic uncertainty.

Notes

A vast war effort needs political and administrative direction alongside a commander focused on campaigns. In this imagined division, Roboute Guilliman is the regent who coordinates the wider strategy while another Primarch acts as Lord Commander in the field. Jaghatai Khan suits the military role because he could organize varied formations without becoming easy for an enemy to read. The comparison with Lion El'Jonson suggests that an opponent can plan more readily against a familiar, formulaic commander than against one whose methods remain uncertain. Although the example comes from fiction, it draws a clear distinction among government, strategic coordination and operational command. Uncertainty about an adversary's methods can itself create an advantage.
