British law treated British-born sailors as subjects even after American naturalization, while American naturalization papers often could not establish a sailor's status. The US Navy also used impressment on a smaller scale, and pay bounties could turn impressed Royal Navy sailors into nominal volunteers. Neutral merchants meanwhile carried French colonial goods through American ports, sometimes only claiming to have landed the cargo, and both belligerents seized ships trading with the enemy. American lists of alleged impressment cases contained duplicates and hearsay, making negotiation harder. The rejected Monroe-Pinkney settlement shows how close the governments came to resolving most issues without war while leaving the 1756 trade rule and a precise citizenship test unsettled.

Impressment and neutral trade before the War of 1812
Conflicting citizenship rules, weak documentation, Caribbean trade, and blockade law made impressment a tangled dispute rather than a single clean grievance.
