Commissioning did not make Victoria Louise immediately ready

The lead ship's return to reserve for improvements shows why a commissioning date can overstate a new warship's operational readiness.

Notes

Victoria Louise was laid down under the contract name L at the AG Weser yard in Bremen. After launching and an initial commissioning for trials, she was temporarily decommissioned and placed in reserve for improvements at the imperial yard in Wilhelmshaven. She returned for further trials in 1900 rather than moving directly into normal fleet service. The sequence separates the ceremonial and administrative milestones of construction from the point at which a warship is genuinely ready for employment. It also provides a useful comparison with Freya, whose much more severe machinery troubles kept her in trials and testing roles for years.
