Why veteran crews can justify modernization

The close result leads to an argument for upgrading proven ships so that highly trained crews remain in service rather than being discarded with an older hull.

Notes

The damage display makes the victory look easier than it was. Veteran crew performance is credited with surviving the close contest, which leads directly to a reason for modernising existing ships instead of replacing them at once. A trained crew is described as worth its weight in gold, and a veteran crew as worth its weight in platinum. Within the campaign, a refit preserves experienced personnel while improving the machinery they already know how to operate.
