Expanding American cruisers and destroyers after treaty collapse

With Japan outside the treaty system, the United States could fund more anti-aircraft cruisers, heavy cruisers, and destroyers.

Notes

The existing American fleet was substantial, but the cruiser force still reflected treaty-era categories and compromises. The Portland class, for example, changed from light-cruiser to heavy-cruiser designation while under construction through a change from CL to CA rather than any physical redesign. By 1939 Japan had already left the treaty framework, removing much of the rationale for continued restraint. The proposed response accelerates heavy cruisers, anti-aircraft cruisers, and destroyers while American industry still had time to expand. The mismatch between diplomatic categories and strategic competition mattered more than the shortcomings of any one class.
