Why Number 13 cannot be called the world's strongest

Claims that Number 13 would have been unrivalled depend on unknown American and British successor designs.

Notes

Claims that Number 13 would have been the world's strongest battleship depend on successor designs that were never completed. American plans did not yet extend beyond the generation of the South Dakotas, while the British comparison ends with G3 and N3. Faster British or American construction could also have put an answering design into the water before the slower-building Japanese ships. Some claims may compare Number 13 only with French and Italian contemporaries. The wider arms race remains a counterfactual because the relevant American and British plans do not survive.
