Ulithi replaces Majuro as the target

The American move to Ulithi changed the target and required Japanese planners to confirm the carriers' location before a distant attack.

Notes

Ulithi offered a vast anchorage and room for the facilities needed to support the American fleet. Its position allowed damaged ships to reach support while forcing an enemy to make a substantial effort to attack the base. Much of that support could be brought in afloat, including floating dry docks. Japan's target had changed from Majuro to another extensive anchorage, while the reconnaissance problem remained: the carriers had to be there when the attackers arrived.
