Could Ukraine move reserve armored forces toward the Donbas despite Russian air power?

Yes, but the reserves would have to cross airspace dominated, though not fully controlled, by Russia and would be vulnerable while moving.

This February 2022 assessment placed much of Ukraine's forward armored strength around the Donbas. Reserve formations remained to the southwest and northwest. Russian aircraft dominated much of the airspace without having established complete control, while the Ukrainian air force was still active. Moving the reserves was therefore possible, but it would expose them to attack during transit.
