Starlink and other data systems helped Ukrainian units share information, adapt drones, and concentrate limited force where it could matter most. Russia’s more top-down organization offered less scope for junior innovation, while the disruption of Ukraine’s senior ranks in 2014 opened room for younger officers and soldiers to introduce new systems. A mobilized civilian economy and the distance between the front and many development centers accelerated testing and production. Access to foreign research widened that advantage, while Western procurement often stopped at development rather than buying enough operational units.
