Formal accession cannot be separated from the unresolved war and NATO's unanimity rule. An alternative would leave Ukraine deeply aligned and interoperable with NATO while remaining legally outside the alliance. The comparison is to Cold War states that were strategically close to one bloc yet retained a distinct formal position.
