Udaloy and older ships in a 1990s Soviet fleet

Would Udaloy I and Udaloy II form the Soviet destroyer force in the 1990s?

They would form its basis, but older ships would probably remain part of the force.

The Udaloy types are expected to become the basis of the destroyer force in this hypothetical 1990s fleet. They would not necessarily replace every older ship, because the Soviet Navy tended to retain existing vessels. The additional hulls could still have uses, including the extreme possibility of absorbing attacks that might otherwise reach other ships.
