U-boat program opportunity costs

A resource counterfactual asks whether Germany needed enough U-boats to force convoy escorts, rather than 700 boats, and where the saved industrial effort might have gone.

Notes

The submarine program also imposed opportunity costs. A smaller U-boat force might still have compelled Britain to commit much of the escort effort it historically required, while resources beyond that threshold could have supported bombers or armored forces. The relevant threshold was the number of submarines needed to impose defensive costs before diminishing returns set in. This argument remains skeptical that simple reallocation would transform German performance, citing a tendency toward complicated, expensive equipment and treating incremental Panzer IV modernization as the more practical land example. For naval planning, forcing an opponent to spend defensively may matter more than maximizing one platform count without regard to other uses of production.
