Why had Britain not accelerated Type 26 frigate production after Russia's actions in Europe?
Short answerTreasury restraint was central, but faster delivery also required more trained shipbuilders and time to expand the workforce.
NotesTreasury reluctance to spend is the immediate political constraint on faster Type 26 production. Naval and some air programmes are among the few areas where added money could produce useful equipment relatively soon, while troubled army projects expose different failures. Shipbuilding still cannot scale only by authorizing cash because yards need more trained people to execute the work. Recruiting and developing that skilled workforce takes time, making industrial capacity and training part of the procurement schedule.
